In 2009 the Michigan State Legislature authorized Cobo Center to sell $299 million in bonds for a capital improvements program, with $20 million to pay the City of Detroit for the Cobo Parking assets, and $279-million available for the project itself. In 2010 the SDG led design team studied alternatives, and in 2011 developed the final program and budget that was memorialized on an animation and presented to the State Legislature.
In 2015 the capital improvements program was completed on schedule without having to ask the Michigan State Legislature for any additional funds. A video was developed following the previous animation, but using drones to validate that what was promised was delivered within the available funds.
Estimating was undertaken by various entities; Phase 1 by SDG internally, Phase 2 by Walbridge Aldinger / Barton Malow, Phase 3A by Turner Construction, and the remainder of Phase 3 by the Detroit Regional Convention Facility Authority (DRCFA) in-house staff. The response to the various estimates was undertaken in all phases by the SDG led design team.
